The Wisconsin Idea has become a recognized concept around the United States. The democratic essence of the concept is that the university has a responsibility to disseminate the knowledge it has acquired and produced to encourage a better educated citizenry.

In support of the Wisconsin Idea, CES seeks in particular to increase awareness and understanding of the emergence of a New Europe after the end of the Cold War.

III. CES is also an active partner in WIOC (The Wisconsin International Outreach Consortium) a consortium of Title VI centers and programs at the UW-Madison and UW-Milwaukee.
